When trying to set a new avater (from a file), it prompts to crop the avatar (or leave it as is). The crop-rectangle should have handles, so it is possible to grab the current rectangle and resize it.
There should also be buttons to:
 - Select Centered
 - Reset selection

There is no longer a cropping UI for the avatar in the new KCM at all, so technically speaking, this feature request is no longer valid. :/
