i'm using a desktop pc and energy information shows that i have a discharging battery and no power supply.

So, it appears you do have a battery, your mouse battery.

bug 387366 seems related/duplicate.

Yup, that's your mouse. Agreed, the UI could be somewhat better about it but I didn't really consider the "only mouse" but no battery (ie. desktop) usecase unfortunately.
