I changed the application locale because I wanted to do some screenshots in English. I did it through the Help menu, the closed the application.
Now, every time I start it, it crashes before showing any window. There isn't even a drkonqui crash window, just some info in the konsole:

I don't even know where to look to restore to default its locale.

This message indicates a deeper problem. I suggest to ask in a forum of your distribution how to investigate this issue. It might be unrelated to locale configuration.
