I have this issue when ever I try to copy something from Krita and paste it to other paint programs for Windows, like Paint Tool Sai or Clip Studio Paint, it offsets and cuts a part of my picture off. Have no issue when copy and pasting within Krita itself. I'm using Windows 7 SP1 64-bit.

Does it also happen with mspaint? (Asking because that's a bit more trivial to test with :p )

For the record, I cannot reproduce this on KDE Neon(Ubuntu 16.04) when copying to Gimp, so it is not a platform agnostic issue.

Does it still have that offset at 100%. In your screenshot you have Krita set to 100% zoom, while in SAI you have your zoom set to 75%, which can create display problems. I am not sure if that is the reason, but your display can look weird sometimes if you are not at 100% zoom. It would be good to test it in other programs as well to make sure it isn't a problem with SAI.

I cannot reproduce this issue. How do you exactly select the circle?

Okay, so I did some more experimenting.

First off, in case you did or didn't know, the circle is on a transparent background instead of a white background.

Now besides Paint Tool Sai and Clip Studio Paint, I tried Photoshop CC 2014 and MSPaint and it's showing no transparency at all; just one color (see attachment).

Tried all selection tools, still the same results. Tried recreating the circle on a different layer and copy, same results. Tried recreating the circle on a vector layer and copy, also same results.

I also tried it on my laptop, which also runs Windows 7 64 (both the laptop and my PC run on the Home Premium version if you're wondering) and have never installed Krita before up until now. I also got the same results there, so I now know that doing a clean uninstall and reinstalling Krita won't do me any good.

Testing Paint.NET

Pasted it on Paint.NET. While it pasted no problem, it pasted with a white background when it's supposed to be transparent.

Also, copying and pasting at 100% zoom on all programs didn't fix the issue.

If you try to copy and paste a layer with transparency in it on Windows, the Windows clipboard may strip the alpha channel, depending on what version of the image the receiving application decides to accept. It's a well-known problem. See https://bugreports.qt.io/browse/QTBUG-11463 

But that doesn't seem relevant for the problem you originally posted, where a sliver of the left-hand side of the clip is pasted on the right-hand side.
