I can not quit systemsettings by pressing CTRL + Q, a dialog turns up to tell me there is a conflict, and given systemsettings does not provide settings for its own shortcuts, this is not fixable (and it would still be a bug!) Fully up to date archlinux.
Works fine for me with a clean KDE Neon dev unstable, which tracks git master. Given your other recent shortcut conflict bug, I suspect there's some local misconfiguration here, or else an issue with Arch's packages.

I can not figure out how to reset this if there is any change. This problem have occured recently. I don't think arch packager changes shortcuts. CTRL + Q is listed as the default shortcut for "quit application" in the shortcuts module in systemsettings, and there is no appearent way to change this for systemsettings itself. Where would I look for a way to fix this?
What is it actually conflicting with? Does it reproduce with a new user account?

But as there is no visual representation of any shortcuts regarding systemsettings, or any file that I can find defining any, I don't know how to find out, except maybe for examining the source code, which I really do not want to do. The conflict is new, didn't use to happen during my 20+ years as a KDE user.
