So I am using Arch Linux on my Surface Pro 3 and I was Gnome but I felt like switching to KDE since I liked the way Mint KDE was. When I installed it and switched everything just seemed, for lack of a better word, off. The windows themselves seemed fine but the top bar was super tiny, the text on the panel bar would be really pixelated and the panel bar would shift up and down very sporadically, the application menu would be transparent except for a rectangle in the top left corner. I had tried turning off the scaling I had in Gnome and I even tried uninstalling Gnome but that didnt seem to help

Is this X or wayland?

please also can I see the output of 
"env" in a terminal

Looks like a combination of
1. Systemwide scale factor not set
2. KWin not restarted after changing settings
3. Plasma cache not being cleared

Can you try using the systemwide scaling system in the Display Configuration page using Plasma 5.21 and then reboot (or log out and back in again) and see if any of these issues are fixed now?
