making the "windows" hotkey to open the app launcher more reliable/peristent/reprogrammable when changing launchers or putting new launcher widget in different menubar or lattedock instance etc

What is the actual problem you're seeing? Can you phrase in terms of Steps To Reproduce? See https://community.kde.org/Get_Involved/Bug_Reporting#Steps_to_Reproduce

so i'm not familiar with the official names of things so i'll use quotes for their approximation, 
example step to reproduce
1 delete the default panel
2 start latte dock as replacement
3 place application menu widget on the dock
4 "windows superkey" not working
5 attempts to reassign in global shortcuts don't work reliably
I don't believe this process is limited to latte dock, just any new instnce of the widget, the problem is with assigning the key to global shortcut
I had done it before when I was using kde neon and found a sudo command to install from an ubuntu website, but this obviously isnt ideal

There is no issue for this... 

You just need to inform kwin where to forward the META event...
