To reproduce:
clone repp
Enter about:debugging in Firefox
Load temporary add-on
Select extension/manifest.json

Expected:
Extension is loaded

Result:
There was an error during installation: Extension is invalid

Workaround:
Delete all subfolders of extensions/_locales except en

at least on Arch, Firefox 59.0.2, I can install plasma browser integration extension without any problem.
