Reproduced: always

Reproduction:
1) Log in to wayland session
2) Open systemsettings
3) Move cursor over sidebar

Kernel: 4.14.34-1-MANJARO
OS: Netrunner Rolling
Video: Intel 4400
Driver: xf86-video-intel 1:2.99.917+823+gd9bf46e4-1
Screen: 1600x900
wayland-protocols 1.13-1
wayland 1.14.0-1

Main System Settings window loses focus when tooltip is shown and tooltips are showed on top of the left side panel items.

Tooltips are displayed ok - if main window was clicked before the tooltip is shown

This also happens on Arch with latest everything. (5.12.90,5.46,18.04)
