After setting up a new mail account in KMail, a new identity is created for it and selected for that account. However, it is not shown in the Identity tab of the settings dialog. Only after restarting KMail it will appear.

I tested it in KMail 5.9.1 now and it's still not shown after creation. I'm using the Postgres backend, if that's of any use.
identity is not stored in akonadi. Do you use a specific kde folder or other ?. do you compile it by hand etc... ?
No, it's the default folders as installed by the openSUSE Tumbleweed packages.
I am having this issue as well, on kmail 5.9.2, running kde neon.
Just confirmed that it still happens in KMail 5.10.3
