This is a new problem in KDE-5 concurrent with upgrade to Fedora 27 in 2018.
Advanced options including printing in colour are not available in Okular, but are available in Firefox

this was available in Fedora 25

That is a Qt bug that was recently resolved, see https://code.qt.io/cgit/qt/qtbase.git/commit/?id=b4330bc391bbb08898f192ea3469b73aed09134c
