Basic triage: - Tried native keyboard, no problem - Tried KDE keyboard layout, no change in behavior - ssh using PuTTY to the Kubuntu machine, mapping is correct
I can confirm that this problem happens with a variety of VNC viewers I've tried. The same bug appeared in TigerVNC's x0vncserver.
