I tried to start it from terminal. This is what I get:

    $ kolourpaint
    Empty filename passed to function
    Cannot mix incompatible Qt library (version 0x50903) with this library (version 0x50a00)
    KCrash: crashing... crashRecursionCounter = 2
    KCrash: Application Name = kolourpaint path = /usr/bin pid = 13068
    KCrash: Arguments: /usr/bin/kolourpaint 
    KCrash: Attempting to start /usr/lib/x86_64-linux-gnu/libexec/drkonqi from kdeinit
    sock_file=/run/user/1000/kdeinit5__0
    Killed


I'm using a fresh install of KDE neon.

I think this happened after I tried opening an image with kolourpaint directly from dolphin. I right-clicked the image > open with > kolourpaint.

kolourpaint version 17.12.2

It looks like not all packages that depend on Qt have been recompiled...

I rebooted after that and now sddm is black https://bugs.kde.org/show_bug.cgi?id=390986

maybe the problem is that I installed kio-extras?

The issue is that there was a Qt update in neon. The update unfortunately was published before all depending packages were rebuilt.390919
