message i get after closing and reopening my laptop lid

hello.im running a dell latitude e6430 business laptop(in case u need the hardware specs). if i open and close the laptop lid a few times i get the message (attached pic). even after following instructions in this message i can logout (using ctrl alt f2) but after that im not able to input any commands using keyboard. i have to then power off my system by keeping power button pressed.  after restarting the issue gets resolved.

What kernel version do you use? Have you tried newer one? Have you tried with different KDE distros (from live medium)?

hello. ive been having the problem on 4.13 and 4.15 kernel.

im using kde neon with plasma 5.12.2. this problem wasnt there on plasma 
5.8.x.

have also used linux mint 18.2 without this issue.
