right vertical tool bar is not displayed

It's not the tools bar, but the side bar...

I suspect that a icons package is not installed on your system. Check about "Oxygen" or "Breeze".

Test also with 5.9.0 pre release appimage, just to check if problem is reproducible...

not sure

if i uncheck "display tool bar" then the side bar is displayed
then
if i check "display tool bar"then the side bar stays displayed

uif i relaunch digikam then again side bar is not displayed

well, it's a packaging problem or a KDE icons cache problem under your system.

i deleted in .cache
- digikam
- thumbnails
- icon-cache.kcache

issue still there

Go to setup/miscs and try to change icon theme to use with application...

each time you modify something relative to how display anything in the window
- icon theme 
- graphical component style
- display or not "tool bar"
then
side bar is displayed
but
it seems something is not recorded when quitting digikam
then
if relaunching digikam then side bar is not displayed

And this dysfunction is not reproducible with AppImage bundle ? If yes, it's really a packaging problem from your system...

This kind of settings is stored in your home directory to a RC text file : ~/.config/digikamrc

Another test to do is with showfoto which have the same kind of settings.

showphoto window

showphoto displays well the side  bar.

but with a little problem
property tool icon gets a text beside but not the other icons

It's not a problem. look in Setup/Misc, you have an option to show all sidebar tabs text at the same time. The default mode is for small screens.

i deleted digikamrc then no more issue with the side bar.
