When I change a touch screen gesture setting in system settings > desktop behavior > touch screen, previous setting is still in effect until I restart plasma session.
Wayland or X11?

Both.
Could you please tell me with which edge and which action you observe the behavior? I need to know as we have different internal configuration systems for edges.

I just did some tests singly on neon dev unstable under X11. I changed top edge action from "lock screen" to "application launcher". Right edge from "show desktop" to "lock screen" Botton edge from "no action" to "run command" Left edge from "lock screen" to "show desktop" Result is always the same: new setting takes effected only after restart plasma session.
bug persists on neon dev unstable.
Can reproduce this bug in Wayland session Operating System: KDE neon Developer Edition KDE Plasma Version: 5.14.80 KDE Frameworks Version: 5.53.0 Qt Version: 5.11.2 Kernel Version: 4.15.0-39-generic
This bug persists. Operating System: KDE neon Unstable Edition KDE Plasma Version: 5.15.80 KDE Frameworks Version: 5.58.0 Qt Version: 5.12.0
This bug persists. If it's hard to fix it, I think that at least an inline warning saying that relogin is required to apply a change would be nice. Operating System: KDE neon Unstable Edition KDE Plasma Version: 5.18.80 KDE Frameworks Version: 5.67.0 Qt Version: 5.13.2
cannot reproduce. Possibly fixed by https://phabricator.kde.org/D27862 Operating System: KDE neon Unstable Edition KDE Plasma Version: 5.18.80 KDE Frameworks Version: 5.70.0 Qt Version: 5.14.1
