Definitely. Not an issue with Breezem but rather the Desktop toolbox or Folder View; one should adopt the other's icon choice. Starting with Desktop Toolbox.

What do you mean, exactly? Is there a reason why we can't just use the same icons for both?

./icons/actions/16/system-lock-screen.svg is a solid black lock icon
Change that to hollow and we fix this.
