People who want to minimize the number of tool bars may be willing to put a Task Manager on the same panel as a Global Menu.  This, however, creates the problem of tasks and shortcuts shifting around whenever the user opens, closes, a program due to the Global Menu changing size.  A user may try to add a Spacer to alleviate this problem, however, Spacers cannot "dynamically" change size.

The solution would be aligning tasks in a task manager to the right the same way widgets in a panel can be aligned to the right.  Unfortunately, this is currently not possible.

Spacers indeed dynamically change size, but Plasma developers might revisit this.
