When clicking on the 'Download new skins' button, nothing gets download. There's a  message saying 'Loading of providers from file http:... failed'

The version found in kubuntu artful is 4.14.34

Your version is fixed, on newer versions that error is not shown.

On the other hand no skins are available for download either, but that's a different story i guess.
