master build from sources, neon devedition unstable and Ubuntu 17.10 with Applications 17.04.3 + Frameworks 5.41.0 + Plasma 5.12.0 "Português" and "Português do Brasil" Looks to me like a packaging issue.
@Burkhard, are you sure you're looking at the same place Dr. Chapatin is? I.e. the Help->Switch Language thing?
two distros installed on my virtualbox are also affected: KaOS and Gecko (based on opensuse tumbleweed).

Weird, anyhow fixed once https://phabricator.kde.org/D10445 and https://phabricator.kde.org/D10444 land
I can confirm it's displaying correctly in Neon Git Stable (Plasma 5.12.0, KF 5.43.0, Dolphin 17.12.2)
Both commits have been fixed so this will now be fixed in next KF5 release.
