If I go into 'edit application specific settings', I can increase the delay from 0 seconds for detecting window properties, but the setting is not saved.  If I exit and return, it has reverted to zero.  Nothing is saved in kwinrulesrc

I think you misunderstood this feature. It is a delay for when clicking the "Detect window properties" button. Thus it is a runtime option for that button. It does not make any sense to store or load this value.

I've just looked again and it's now obvious what the button is designed 
to do.  Apologies for my misunderstand!
