In Dolphin Ctrl+Enter opens the Properties dialog. In the Desktop Folder View this keyboard shortcut is not assigned and Ctrl+Enter behaves like Enter.

[Folder View] Let Alt+Enter open properties dialog

This is what Dolphin does. The shortcut is hardcoded here and also common on other platforms.
