When I press the keyboard shortcut for switching activities, the entire bar sometimes gets stuck on screen if I only change one activity. After going more than one activity, this problem does not occur.

Upon further inspection it appears to happen when the middle activity on the bar is sent to the top of the bar

I don't see a work-around for this issue. I'll try to see what to do about this as it does not happen to me. There must be a timing issue.

I tried setting my monitor's refresh rate to 60Hz as I have a 144hz monitor, however this did not seem to impact anything.

Not the refresh rate timing.

What I think is happening is plasma being slow to show the bar and when it gets shown, the keys are already un-pressed, so it does not hide the bar. Or something along those lines.

I read that this should be fixed in 5.13, but sometimes activity switcher stays open even with 5.13.2.

I noticed that when this happens, "currently being used activity" is first and "used a moment ago" activity is second.

When everything is working fine, "used a moment ago" activity is first.

Same problem since months with the bug.

For devs, in case there is no idea how to solve this bug. Can you add some configuration to "disable" activity bar? That would workaround this issue perfectly until it could be analyzed and fixed.

It gets very annoying at daily working and get the activity bar stuck. My current workaround is pressing the shortcut keys to switch activities until it get away, but is not ideal.

Only main screen gets bar stuck, currently using it at 120Hz, but happens also if I lower it to 60Hz.

Plasma 5.13.2, multimonitor.

I have 3 monitors 2 activities. For me it is definitely a timing issue. 
To switch, I press Meta+Tab, release Tab and then release Meta. 

The issue happens if I hold the Meta for more than 0.2 seconds but less than 2 seconds. 

This means, there is no bug if Meta is released AFTER the bar fully appeared. There is also no bar if Meta is released before the bar even appeared. 

So for keyboard "workaround", if this can be called so, just hold the meta key for 2 more seconds until the bar fully appears. 

Or practice to switch really fast and before the bar appears. 

I have a VGA, DVI and a Dport screen. And the bar stays or disappears randomly on the monitors after a switch. So there is no link with the type of connection.

This also still happens to me. Unfortunately, Gideon's workaround of keeping the Meta key pressed doesn't work for me, so instead I have to try and be quick enough. If I'm not, I can right-click on an activity pager and select "Show Activity Manager…" to hide the activity bar. I think a lot of confusion might already be avoided if the activity manager had a close button or if it would close on clicking on an empty part of its surface or somewhere else on the screen.
