It's similar to BUG:385655, PHAB D8479 and D8485 when I have my 3 outputs align to the bottom. It behave different on X11 and Wayland. On X11 the problem is fixed when I disable blur effect. On Wayland it's broken with and without blur effect.

Additional difference between X11 and Wayland session is that on X11 you have black but blurred area. On Wayland that area is flickering.
Are you able to reproduce this in Plasma 5.17 or the upcoming Plasma 5.18?
