First:

When I installed neon 5.11.5 and the settings was working properly. After updating the system, some sections of the settings are not working and is shown as blank. Like Work Space Theme, Desktop Theme, Audio Volume.

I restarted couple of times and it did not helped. 
I created a new user and it did not helped.
I reinstalled my Neon and same thing happened.

Same problem happened on both my laptop and PC at the same time

Second: 

When I go to couple of settings, the settings page crashes.

Does everything return to normal if you install the qml-module-org-kde-kcm package?

`sudo apt install qml-module-org-kde-kcm`

If so, this is a duplicate of 389123.
