I've upgrade Kmymoney to version 4.8.1.1 and the KDE Language Settings window no longer shows after pressing the button from Settings menu, so I cannot change the language. This functionality worked ok on previous version 4.8.0. I use Windows 10 Home version 1709. My OS language is spanish.
You want to say kmymoney 4.8.1 is always uses a spanish gui, regardless what you choosed in the language dialog ? I rechecked this with 4.8.1.1 32 bit on a german translated Windows 10 and saw the language dialog - you are sure, that did not see it ? I you can see this dialog and you cannot select any language except spanish - this is a known bug in a library used by kmymoney. If not please reopen this bug. *** This bug has been marked as a duplicate of bug 382195 ***

The problem is that the GUI is in english by default. I try to change it to other language, so I go to the menu Settings, I press "KDE Language Settings" and nothing happens. No new windos or dialog. Nothing. So I can't change the language because the language windows is not showing. However, looking for a way to log the issues, I've found another option to change languange in "Help" menu, "Switch Application". That one works ok, shows a dialog with a list of language. If I select Spanish and reopen the applicaiton, it is in Spanish.

This is the application specific setting (which is what I'm using all the time and why I initial assumed you are refering to) Currently kmymoney 4.8.1 does not support starting the system wide language settings.
Fixed for mingw builds in obs mingwxx-kdebase4-runtime package by building and installing kcmshell4 and kcm locale plugin
