Saved KMahjongg game that can't be solved

I've taken to replaying games until I win them - in Stairs no less, which is pretty difficult. I bang away until I solve them. I've come to a particular game which I am certain is unwinnable. I will attach the saved game.

Just to confirm, are you positive you have marked the "generate only winable games" option in the settings?
