This bug might be related to compositing as selecting XRenderer backend fixes the image corruption and the utility works as expected, using OpenGL2.0 or OpenGL 3.1 backend produces the bug. I'm running an Intel GPU, Kernel 4.10.0-42-generic, KDE Neon user edition.
The systemsettings section that is displayed in the screenshot is special because it uses OpenGL itself. Is this issue visible always or only with those OpenGL windows?

The only solutions at the moment, either take Xrender or downgrade to kwin 5.11.2-1 OS Arch Linux Graphics Nvidia with proprietary driver

I forgot this bug report, since kwin 5.13.1-1, this problem no longer exists
