In the "Volume Control Settings", clicking the "Mute" button for Notification sounds (on the "Applications" tab) has no effect. Notification sounds are still played with the same volume even if they are muted. Setting the volume to 0 works as expected (i.e. no audible notification sounds). The "Mute" buttons for other application streams do work however (the problem is restricted to the one for "Notification Sounds"), and the general "Mute" button does affect notification sounds too.
That's because VLC Phonon backend doesn't support it, use GStreamer backend instead.

I am using the gstreamer backend, which is the default on openSUSE. Otherwise not even changing the volume for notification sounds would work. Probably should have mentioned that though.
Can you please verify that the volume of notification sounds (system sounds) was changed correctly by plasma-pa in some other pulseaudio volume control app (eg. pavucontrol)?

If I press "Mute" in plasma-pa's Volume Control Settings, kmix does show notification sounds as muted, but they still are played with the original volume. I just noticed though that the same problem exists if I press "Mute" (for notification sounds) in kmix, so it seems not to be a bug in plasma-pa (maybe phonon?). I thought I tried that before and it worked, must have remembered it wrong, sorry...
And Mute in pavucontrol doesn't work either. I suppose this can be closed again then, it's definitely no bug in plasma-pa. Btw, I found bug#382504 meanwhile, and that seems to be the problem I experience. If I restart the corresponding application, the current "Mute" state for notifications is indeed respected. Muting/Unmuting just doesn't affect already running applications. I'll close it as duplicate then... *** This bug has been marked as a duplicate of bug 382504 ***
