digiKam uses the folder C:\Users\<username>\AppData\Local\digikam to store the suer settings. This is not wrong but is annoying if you login on another PC in your network. Therefore the folder to store user settings should be C:\Users\<username>\AppData\Roaming\digikam See e.g. https://www.howtogeek.com/318177/what-is-the-appdata-folder-in-windows/ for a short explanation of the difference between the Local and the Roaming folder. Most programs use therefore the Roaming folder.
This problem is relevant of low level KConfig library from KF5 framework used to manage digiKam config files in background. Gilles Caulier
