Error when trying to Decrypt / Verify the electrum-3.0.3-portable.exe.asc file

The error should be more descriptive but this should not happen in normal use.

Is the signed file electrum-3.0.3-portable.exe next to the signature electrum-3.0.3-portable.exe.asc ?

And can you open both files for reading?
