Clicking on the toolbar buttons is boring. 

So, one should be able to click, stay still and wait 1/2 or 1 second to switch from Navigate to Select mode.

That behaviour is confusing as hell, do you know of any other single program that does that?

I agree with Albert. That idea seems rather user-hostile.

Can you provide an example use case that would significantly benefit from the proposed behavior?

I'm afraid the idea is user-hostile and will not be implemented.
