Currently the breeze theme sets a background color for a selected button

For example: open dolphin -> go to "Configure Dolphin" -> and press TAB a few times. see attached picture (dolphin_settings.png) although pressing TAB inside dolphin selects the menu button by encircling the button (dolphin.png). is there somewhere an option to use the encircle for all buttons? 
Would be nice to get this option if it is not present by now.
Where can i find the corresponding lines in the breeze code to change this manually?

Fixed in the Plasma 5.23 re-style, and refined in 5.24 with the new focus rings patch!
