I guess they'll upgrade soon after Ubuntu 18.04 LTS is released. It was a bit unfortunate that Debian/Ubuntu were lagging in packaging new versions of KPM for a while. But now they have caught up.

They'll just not make KDE ISO spin. Or am I wrong?

I still don't think the packages will be removed, they just won't be officially supported by Mint Team. In the original announcement https://blog.linuxmint.com/?p=3418 it says They will be able to install KDE on top of Linux Mint 19 of course and I’m sure the Kubuntu PPA will continue to be available.
