When hovering over or drawing on the canvas, the responsiveness is sluggish and makes the lines very blocky. Before this issue occurred, the brush I was using always changed into the eyedropper tool if I did pulled the cursor out of the canvas area and onto the tools or other brushes.

Is this with OpenGL enabled or disabled?

It is enabled but says needs restart? I've deleted it and redownloaded it
but it didn't seem to help.

Are you really on OSX? It's usually Windows users who think that deleting/uninstalling and redownloading makes any difference.

In any case, you should try with the option enabled and disabled. If you're on OSX, you probably should also give the latest development build a try: https://krita.org/en/item/4-0-development-update/
