It only seems to happen at the extreme right edge of the video, making it potentially possible to reconstruct objects behind the obscure box.

This should be fixed.

Dev cannot backport to 18.12 and older versions anymore as 60% of the code has changed.

Please try with the current Kdenlive AppImage version 19.04.2d to see if there are any packaging issues https://files.kde.org/kdenlive/release/ 

If the problem/issue doesn't occur when using the AppImage, then it's your configuration or packaging.

It appears that the obscure can be moved off the edge now so that is working. The actual filter will sometimes become displaced from the actual box but it looks like everything else is working in that regard.

One only other thing is that the timeline resizes itself back up on hovering to make the video monitor very small now which is annoying but Obscure looks like it's mostly fixed.

I assume you mean the snapping up of the timeline. Delete Kdenliverc and the kdenlive-appimagerc, see here https://community.kde.org/Kdenlive/Configuration.
