In KDE Plasma version 5.11.4 it is impossible to create a new file on the desktop using right-click -> create new -> (any file type). An error message box appears instead: Malformed URL . It is still possible to create new folders (but not files).

Same here, works with: Plasma: 5.11.5 Apps: 17.04.3 Qt: 5.9.1 Frameworks: 5.41.0 Kernel: 4.13.0-31-generic. Looks like this was fixed in 5.11.5!
Does not work on openSUSE Tumbleweed with Plasma 5.11.5 Frameworks 5.41.0 Qt 5.10.0 kernel 4.14.12-1-default 64 bit Apps: 17.12.0 (looked this one up in the Kate about dialog)
cannot reproduce on Arch Linux plasma 5.12 beta qt 5.10 frameworks 5.42
I remember when this was fixed but I can't find the bug now, sorry. It is fixed though, thank goodness!
