When opening one of the following, no window content is drawn, making these settings non-accessible:
- Appearance > Workspace Theme > Look and Feel
- Appearance > Workspace Theme > Desktop Theme
- Appearance > Workspace Theme > Splash Screen

This is a packaging issue in Mint. Please report it to them.
