Several other platforms (GNOME, macOS) have always-accessible systemwide methods of bringing up an Emoji input panel. We should do this, too.

Do we have a system to hook into input widgets (similar to XIM) for Wayland? If yes, I would like to check how a custom Emoji input panel can be added there.

This was implemented for Plasma 5.18.
