Are you talking about how they become symbolic line-art icons at small zoom levels? If so, that's intentional. If anything, the bug is that the Videos and Images folders retain their previews at small sizes where they're incomprehensible rather than becoming symbolic icons.

Folders that have images/videos in them (and therefore have a preview) are still not turning into symbolic icons with Dolphin 18.08.3, confirming.
