Using:
Configure Dolphin -> Services -> Download New Services
to have a way to send file by Thunderbird, I got: "Caricamento dei fornitori dal file http://download.kde.org/ocs/providers.xml non riuscito" that is something like "error loading providers from file: http://download.kde.org/ocs/providers.xml"
This file is not reachable by a browser: no ocs directory is present in http://download.kde.org/ but this file is present as https://autoconfig.kde.org/ocs/providers.xml (I don't know if it's the same)
I'm using Kubuntu 17.04

That URL looks reachable to me, and the UI works fine in Dolphin from git master.

Ok. I checked that it's a problem due to my corporate's proxy
