See my gif.
Initially blue tone of selected "global shortcuts" is lighter than normal.
Blue tone becomes correct when I back to "global shortcuts" from another section.
The same issue affects these kcms:
desktop behavior > virtual desktops
desktop behavior > activities
startup and shutdown > autostart
regional settings > date & time

neon dev unstable, breeze theme

Some KCMs take focus, some do not (and the focus stays on the left icon list). The color of the item also reflects if the list is still "active".

Ways to fix it, with resulting regressions:

1) Stick to a single selection color: You no longer see if the item is selected, AND the list still has focus.

2) Always keep the focus on the list: Some KCMs take (or "pull") focus to a different list or other item explicitely to avoid having to click or Tab just to be able to control the KCM with the keyboard.

The reason you see a different color on second click is when the module is already loaded it won't pull focus again when showing the page again. Maybe that can be changed.

1) can be solved by the user: The colors KCM has a setting "Use different colors for inactive selections", which is enabled by default.

Same thing on Arch Linux, plasma 5.13.

Not for any KCMs. I tested both breeze and breeze dark themes.
