Kdevelop xdebug will fail to launch a webbrowser. To reproduce it, just launch a website a php simple script and try to debug it. For instance, firefox and chrome will launch but a breakpoint will reached in Kdevelop until the browser closes.
Or, you can try to execute launch first, and then debug the launch, in that case, the breakpoint is reached, but you have to launch first the browser.
