Created attachment 108573 [details] screenshot of a page in Okular I've scaled the display in Settings to 1.2x. The whole interface is scaled nicely except the documents in Okular and some of the pages in KDE settings, where the fonts and graphics look jagged and irregular.
HiDPI support for documents just landed 12 days ago with https://cgit.kde.org/okular.git/commit/?id=ecc1141e0293e1a30e0f8787d86dcc6309ffb0c0 The version of Okular you're using doesn't have this yet, but since you're using a rolling release distro, you should get it pretty soon! *** This bug has been marked as a duplicate of bug 362856 ***

I don't think 1.2.2 has it. Wait for the next release of KDE Applications.
And when he says the next, he doesn't actually mean the next that will be 1.2.3 but the next next that will be 1.3.0
