I am experiencing a bug which prevents me from downloading or uninstalling themes for the window decorator, desktop, color scheme, cursor scheme, etc...

After logging in if I access the theme downloaders it will display available themes but clicking "install" does nothing. Attempting to uninstall themes also does nothing. If I close the dialog and then open it again it does not show any available themes but instead provides an error message as follows:

"Loading of providers from file https://download.kde.org/ocs/providers.xml failed"

At first I thought this was an issue with your server, but this has been occurring for quite some time now. This issue is able to be reproduced 100% of the time and I am positive that my internet connection is working properly.

I have updated to 5.11.2 and this problem still persists.

The URL doesn't exist. 
I can confirm that I have the same problem in Fedora 26, KDE 5.11

It looks like the URL is hardcoded?

I was trying to find the configuration file of it, and a grep of "download.kde.org" on the rpm -ql show me this:

Binary file /usr/lib64/libKF5NewStuffCore.so.5 matches
Binary file /usr/lib64/libKF5NewStuffCore.so.5.38.0 matches

So, if that's the case, please modify this so as the download location for the providers.xml to be configurable and of customizable.

'Install' button does nothing for me too when i'm trying to install themes, icons, etc. from GHNS dialog. And also there is no 'Loading of providers from file https://download.kde.org/ocs/providers.xml failed' message in GHNS window - only 'Installation failed' popup after some time.

My previous comment it's not correct - themes, icons.. are installing but without any notifications or changes of installed addons' buttons in GHNS window. The 'Installation failed' popups are appearing for Dropbox services addons.

I just installed a theme and an Login theme as well on an openSUSE Leap 15.2

My packages are: 
plasma5-workspace-5.18.6-lp152.3.3.1.x86_64
plasma-framework-5.71.0-lp152.1.1.x86_64
libQt5Core5-5.12.7-lp152.3.10.1.x86_64


Should we say it's fixed?
