In version 17.04.1 as packaged in Fedora 26, the “tools” menu
of Konqueror only shows entries when the KHTML renderer is
active. With Qtwebengine, despite the menu being present and
selectable, clicking it does not open any entries. The other
drop-down menues in the menu bar contain the expected choices.

Probably not a bug per se as the tools may simply be unavailable
with Qtwebengine. However, in this case it might be less confusing
UI wise to not offer a “tools” entry at all.
