When entering nothing into the To field when composing a new email, and then clicking Send, KMail will do nothing. The email will not be sent (the reasons for which are obvious, I agree), but it will also not display any kind of error message. This can confuse users. There is a dialogbox but there is a checkbox in this dialogbox which allows to not display it... I think that you clicked on it long time ago :)
That must have been by accident or it applied to a different situation back the. (Will that box e.g. be triggered, when selecting a CC but no To?) Is it possible to reactivate these dialogue boxes? Would it be possible to entirely replace the dialogue box with something non-intrusive that cannot be (but also does not need to be, because it is non-intrusive) disabled for all future?
Indeed I need to look at how to make it better. I will investigate it.

This is still an issue in KMail 5.6.3 (4:17.08.3-0neon+16.04+xenial+build35).
Fixed in 5.7.0. Now we don't have checkbox in this dialogbox so we must see the dialogbox. Regards
When will KMail 5.7.0 be available on KDE neon User LTS?
5.7.0 will release in 2 weeks so I think that it will put on repo after that.
