I do not remember when it occurs the first time, but the menubar in dolphin, okular, kate, kwrite, konsole and other KDE-Programms are gone. And there is no way to get it back.

As example I describe it for dolphin:

*MenuBar is missing; 
*Ctrl-M does not bring it back; 
*Edit Toolbar to show the button 'show menubar' is possible but without effect; 
*Change Shortcut (e.-g. ctrl-k insteed od ctrl-m) is possible but w/o effect; 
*Check ~/.config/dolphinrc:
-There is a line 'MenuBar=Disabled'
-Change to 'MenuBar=Enabled'
-Restart dolphin -> missing menubar
-delete ~/.config/dolphinrc:
-Restart dolphin -> dolphin starts in def. config. but missing menubar
-check ~/.config/dolphinrc -> the line 'MenuBar=Disabled' is there

Same effect for a new created test user -> this is no configuration problem!
But an other PC with the same repos shows the menubar ?!

Your are probably using the Plasma global menu?

If I choose ICEWM as GUI I am able to recover the menubar with ctrl-M. But this is only in iceWM. If I relogin and choose Plasma5 the menubar is missing again.

KDE Frameworks 4.47.0
Doplhin 18.04.2

Steps to reproduce:

* Open Dolphin, set menubar to visible (ctrl + m) and side panel to visible (F9)
* Change theme (System Settings - Workspace Theme - Look And Feel)
* Close Dolphin
* Start Dolphin

Result: Menubar is hidden and the side panel is hidden.
Expected result: Menubar stays in it's previous state.

Note that this does not happen if Dolphin is closed during the theme change.

The menubar gets disabled by the addition of MenuBar=Disabled in dolphinrc under [MainWindow].

Curiously another MenuBar=Disabled is also added to the toplevel of the file but it does not seem to have any effect (ie the menu works even if it is set to disabled).

With Dolphin the menubar is however easily restorable by pressing ctrl+m, only the user needs to know this shortcut exists and if the shortcut was disabled before the dolphinrc file has to be edited manually as there is no user interface exposed for getting it back.

No longer in issue in current Dolphin as the hamburger menu (top right) has an option to toggle the menu bar.

Can you please confirm that this solves the issue, thanks.
