The area under mouse has text color like window and background color like view area.

There are 3 areas of the window that have only 2 settings for the text color and for the background color. Whith some settings one of the area with white background and white text is invisible. (see at the top of the screenshot)

On my machine, both the Oxygen and Breeze widget styles render that banner with a transparent (window color) background. Fusion does render it wrong. Are you using Fusion?

At any rate, it's not specific to the colors KCM. Reassigning to kcmshell for now in case the problem is with the banners, but it might be the widget style that's at fault (in which case this would be a Qt bug).

No I'm using my own fortunatly. But contstraints of Plasma doesn't let me use my color theme in full power. Could you try this one to see what I mean - https://yadi.sk/d/jisKa7OZoGbVq ?
I suppose that bug is when I do things that are correct from the point of view of the system (I did'n get errors) but the system gives me the unacceptable result.

I dont want to use full dark or full light theme I'd like use a partly dark and partly light color theme like my own one

It's the bug of "Draw frame around page titles" and "Draw frame around side panels" in Frames tab of Breeeze config.
