libkf5globalaccel5 is still at 5.38.0 despite of bug 384597

$ grep neon /etc/apt/sources.list
deb http://archive.neon.kde.org/user xenial main
$ sudo apt update
$ apt policy libkf5globalaccel5
libkf5globalaccel5:

5.38.0 had the patch anyway. 5.38.1 was compiled but the snapshot broke so it didn't reach user.  Fixed now.
